This is the JConcepts "Satellite" Tire Glue Bands, a uniquely molded design, specifically developed for tire mounting. This rubber band is produced in a high-elasticity material capable of stretching to a full assortment of different sized tires. Finely detailed array of handles are designed to ergonomically conform to your fingers so the user can deftly adjust the rubber band to the sidewall of each tire, applying the pressure where it is most needed. The Satellite rubber bands are available in a multitude of colors and will include four bands per package.

JConcepts "Satellite" Tire Glue Bands (White)
Work as intended. I was told not to leave them on too long, as it could flatten the foams. I put regular rubber bands on the bead edges, and follow them up with these satellite bands in the center after I have glued both beads.
