This is an optional Yokomo BD10 Front or Rear Low Friction Drive Belt. This belt offers reduced resistance compared to the standard part, making it an effective upgrade for low power spec class racing. The 117T / 351mm variant can be used in the front or rear. Package includes one belt.

Yokomo BD10 Front/Rear Low Friction Drive Belt (117T)
These belts have the light brown soft coating on the inside to make them "low friction"
over time the soft coating wears away - i have another car that came with belts like these and the soft inside coating is at least 50% gone, but it is a cheaper BANDO belt.
I've only run this Yokomo belt for a total of about 30 minutes so far and it still looks new.
I also have the white set of belts on backorder - the white belts appear to have a different kind (or at least color) of soft coating, curious to see if the white belt lasts longer than this one.
anyway, for performance it is very smooth, and cost is great at under 10 bucks. 5 stars
