This is a pack of two premounted DuraTrax SpeedTreads Upshot Short Course Tires, for the front of the Traxxas Slash and Rustler.
These tires are glued to the black wheel and feature a 12mm hex.

Good wheels, but not for asphalt. Ripped 3 pairs of them on my Slash 4x4 (3S). Wheels last well for 3-4 weeks, but then tear down
