This is an Align Battery Pouch. This pouch is large enough to carry multiple battery packs, while hook/loop style tape has been added to the back of the bag to prevent the battery pouch from moving within the larger helicopter carry bag. The bag measures 27x6x21cm, allowing room for a variety of different size batteries.
