This is the exhaust gas cooler from RB Concepts. This device goes between the tuned pipe and the tank in 1/8 scale vehicles, and is designed to both smooth out the back pressure from the motor as well as cool the gas going into the gas tank. The combination of cooling the gas and smoothing out the back pressure will result in more a more consistent tune from the top of the tank to the bottom of the tank, and will cause the tank to expand less.
